The flaw in your argument isn't what the Queen couldn't stop..it's what she approved, or didn't approve of..

And she made it clear she doesn't believe in hell, but her point is..if there was, they would qualify bc of their deeds..which is probably reasonable bc if you look at them as a group..it's very likely they participated in the exploitation, attrocities, and abuse of other human beings, especially indigenous people, which hardly qualifies them for sainthood, no matter what else they've done, bc that type of behavior defines your character..
